NextWave360 treats each person with a login and the ability to access the application as a user.  That said - there's a lot you can do if you have individuals who just need information out of the system on a periodic basis.  Using our subscription system, you can send any view (e.g. metrics dashboard view) to any email address on a scheduled basis.  For example, you could send the list of overdue goals to the CEO each Tuesday and Thursday via email - even if the CEO isn't a user.  He or she couldn't click the emailed view and drill-down into the application, but would still be able to see the entire emailed view.
